When the Fix Lives in Code, Not the CMS

Some fixes can't be written through the CMS — a canonical tag baked into the page template, for one. CLEO detects the gap, recognises the CMS can't reach it, and reroutes: it opens a pull request against the site's code repository. A human reviews and merges. CLEO never merges on its own.
